Inefficiencies, an overwhelming amount of data and other economic and quality barriers hinder progress in improving health and threaten the nation's economic stability and global competitiveness, the report says. However, the knowledge and tools exist to put the health system on the right course to achieve continuous improvement and better quality care at lower cost, added the committee that wrote the report.

September 24, 2012 — Governor Jerry Brown has signed a bill to improve breast cancer detection in women with dense breast tissue. Senate Bill 1538, authored by State Senator Joe Simitian (D-Palo Alto), will require that following a mammogram, women with dense breast tissue be informed of the following: They have dense breast tissue; that dense breast tissue can make it harder to evaluate the results of a mammogram; that it is associated with an increased risk of breast cancer; that information about breast density is given to discuss with their doctor and that a range of screening options are available.
